ABSTRACT
In the fight against corruption generally the “state-centric approach” has been dominant. The bureaucracy, where bureaucratic corruption and bribery take place, has been charged with anti-corruption programs. This approach by itself has been mostly inadequate since the support and contribution of non-bureaucratic social and civil actors, groups and organizations (such as stakeholders, non-governmental organizations) have not been realized. What is needed, is a new strategy which would aim and try to mobilize the contribution of social and civil stakeholders; in other words, the state-centric approach should be supported by “society-centric strategy”.
