Values of Public Organizations in Turkiye: An Evaluation through Two Public Value Frameworks

ABSTRACT

This study analyzes the core values stated in the most recent strategic plans of 91 public organizations — comprising ministries, metropolitan municipalities, 30 universities, and 15 major public institutions — using two prominent theoretical frameworks in the public value literature: Mark Moore’s Strategic Triangle and Jørgensen & Bozeman’s Public Values Constellations Framework. To provide a basis for this analysis, the Public Value Approach and the stages in the public service production process at which public value emerges and how it takes shape have been discussed. Subsequently, the two aforementioned frameworks are introduced and evaluated. After explaining how the data used in the study was coded and prepared for analysis, the results are presented through graphical representations and interpreted. In this part of the paper, both the overall findings for all participating public organizations and more specific findings for each type of organization are discussed. During the analysis and discussion, whenever Moore’s Strategic Triangle proved too general, recourse was made to the Public Values Constellations framework in order to derive more specific results. At this stage, a heat map is also generated to illustrate what results may emerge when the two frameworks are used together and to assess the degree of their compatibility.
